Personal Data Processing Policy
1. General Provisions
This Personal Data Processing Policy is drawn up in accordance with the requirements of Federal Law No. 152-FZ of July 27, 2006 "On Personal Data" (hereinafter referred to as the Law on Personal Data) and defines the procedure for processing personal data of applicants (participants) of the Environmental and Publicly Beneficial Projects Competition among Organizations of the Arab Republic of Egypt (hereinafter referred to as the Competition), as well as the measures taken to ensure the security of personal data by the Autonomous Nonprofit Organization for the Development of Volunteering (Volunteerism) and Social Initiatives "Energy of Development" and the Primakov Center for International Cooperation (hereinafter referred to as the Operator).

1.1. The Operator considers the protection of human and civil rights and freedoms during the processing of personal data, including the protection of the right to privacy, personal and family secrets, as its primary objective and essential condition for conducting its activities.

1.2. This Policy of the Operator regarding the processing of personal data (hereinafter referred to as the Policy) applies to all information that the Operator may collect about visitors to the website atom-grant.org, as well as data provided when submitting an application.

1.3. The Operator processes the personal data of the applicants of the Competition, including the data provided during the application submission, for the purpose of organizing and conducting the Competition, as well as for other legitimate purposes related to the implementation of the Competition.
2. Key Terms Used in the Policy
2.1. Automated Processing of Personal Data — processing of personal data using computing technology.

2.2. Blocking of Personal Data — temporary suspension of personal data processing (except when processing is necessary to clarify personal data).

2.3. Website — a set of graphic and informational materials, as well as computer programs and databases, ensuring their availability on the Internet at the network address atom-grant.org.

2.4. Personal Data Information System — a set of personal data contained in databases, as well as information technologies and technical means ensuring their processing.

2.5. Anonymization of Personal Data — actions that make it impossible to determine, without the use of additional information, the affiliation of personal data to a specific User or other subject of personal data.

2.6. Processing of Personal Data — any action (operation) or set of actions (operations) performed with personal data, with or without the use of automation tools, including collection, recording, systematization, accumulation, storage, clarification (updating, modification), retrieval, use, transfer (distribution, provision, access), anonymization, blocking, deletion, and destruction of personal data.

2.7. Operator — a state or municipal body, legal entity, or individual that independently or jointly with others organizes and/or processes personal data, determines the purposes of personal data processing, the composition of personal data to be processed, and actions (operations) performed with personal data.

2.8. Personal data — any information directly or indirectly related to a specific or identifiable Applicant or project team member, provided in the course of submitting an application for participation in the competition, including but not limited to the following details: last name, first name, patronymic, position, contact details (phone number, email address), organization information, professional experience, and other information specified in the application form.

2.9. Personal Data Authorized by the Subject for Dissemination — personal data made accessible to an unlimited number of persons by the subject of personal data by providing consent for the processing of personal data authorized by the subject for dissemination under the procedure established by the Personal Data Law (hereinafter referred to as "Personal Data Authorized for Dissemination").

2.10. Applicant — a legal entity or other organization submitting an application for participation in the competition in the established manner, providing information about the project, team, and organization, as well as personal data of the application authors and team members in accordance with the requirements of the Competition Regulations.

2.11. Provision of Personal Data — actions aimed at disclosing personal data to a specific person or a specific group of persons.

2.12. Dissemination of Personal Data — any actions aimed at disclosing personal data to an indefinite number of persons (transfer of personal data) or at making personal data accessible to an unlimited number of persons, including the publication of personal data in mass media, posting in information and telecommunication networks, or providing access to personal data in any other way.

2.13. Cross-Border Transfer of Personal Data — transfer of personal data to the territory of a foreign state, a foreign state authority, a foreign individual, or a foreign legal entity.

2.14. Destruction of Personal Data — any actions resulting in the irreversible destruction of personal data with no possibility of further restoration of the personal data content in the personal data information system and/or the destruction of tangible media containing personal data.
3. Main Rights and Obligations of the Operator
3.1. The Operator has the right to:
— request accurate information and/or documents containing personal data from the subject of personal data;
— continue processing personal data without the consent of the subject of personal data in cases where the subject withdraws their consent or submits a request to cease the processing of their personal data, provided there are grounds specified in the Law on Personal Data;
— independently determine the scope and list of measures necessary and sufficient to fulfill the obligations prescribed by the Law on Personal Data and related regulatory legal acts, unless otherwise stipulated by the Law on Personal Data or other federal laws.

3.2. The Operator is obligated to:
— provide the subject of personal data, upon their request, with information regarding the processing of their personal data;
— organize the processing of personal data in accordance with the procedures established by the current legislation of the Russian Federation;
— respond to inquiries and requests from subjects of personal data and their legal representatives in compliance with the requirements of the Law on Personal Data;
— provide the authorized body for the protection of the rights of personal data subjects with the necessary information within 10 days of receiving such a request;
— implement legal, organizational, and technical measures to protect personal data from unauthorized or accidental access, destruction, alteration, blocking, copying, provision, dissemination, or other unlawful actions concerning personal data;
— cease the transfer (dissemination, provision, or access) of personal data, terminate processing, and destroy personal data as stipulated by the Law on Personal Data;
— fulfill other obligations as prescribed by the Law on Personal Data.
4. Fundamental Rights and Obligations of Personal Data Subjects
4.1. Personal Data Subjects have the right to:
— receive information regarding the processing of their personal data, except in cases provided for by federal laws. The information must be provided by the Operator in an accessible form and must not include personal data related to other personal data subjects, unless there are legal grounds for disclosing such data. The list of information and the procedure for obtaining it are established by the Law on Personal Data;
— request the Operator to rectify, block, or delete their personal data if such data is incomplete, outdated, inaccurate, unlawfully obtained, or unnecessary for the stated purpose of processing. They may also take legal measures to protect their rights as provided by law;
— require prior consent for the processing of personal data for the purpose of marketing goods, works, and services;
— withdraw consent for the processing of personal data and submit a request to terminate the processing of personal data;
— file complaints with the authorized body for the protection of personal data subjects' rights or with the court regarding unlawful actions or inactions of the Operator during the processing of their personal data;
— exercise other rights provided for by the legislation of the Russian Federation.

4.2. Personal Data Subjects are obligated to:
— provide the Operator with accurate information about themselves;
— inform the Operator of any updates (corrections, changes) to their personal data.

4.3. Individuals who provide the Operator with inaccurate information about themselves or information about another personal data subject without the latter’s consent shall bear responsibility in accordance with the legislation of the Russian Federation.
5. Principles of Personal Data Processing
5.1. Personal data processing is carried out on a lawful and fair basis.

5.2. The processing of personal data is limited to achieving specific, pre-defined, and lawful purposes. The processing of personal data that is incompatible with the purposes for which the personal data was collected is prohibited.

5.3. The merging of databases containing personal data, processed for purposes that are incompatible with each other, is not permitted.

5.4. Only personal data that meets the purposes of its processing is subject to processing.

5.5. The content and scope of personal data being processed must correspond to the declared purposes of processing. Excessive personal data processing relative to the declared purposes is not permitted.

5.6. When processing personal data, the accuracy, sufficiency, and, where necessary, relevance of the personal data in relation to the purposes of its processing are ensured. The Operator shall take or ensure that necessary measures are taken to remove or clarify incomplete or inaccurate data.

5.7. Personal data is stored in a form that allows the identification of the personal data subject, no longer than is required to achieve the purposes of processing personal data unless a longer storage period is established by federal law or a contract to which the personal data subject is a party, beneficiary, or guarantor. Processed personal data must be destroyed or anonymized upon achieving the purposes of processing or when the necessity of achieving those purposes is lost, unless otherwise provided by federal law.
6. Purposes of Personal Data Processing
The processing of personal data is conducted for the following purposes
— registration and identification of applicants for the Competition;
— evaluation and selection of projects for participation in the Competition in accordance with the Regulations;
— informing applicants through the sending of emails;
— providing applicants with access to services, information, and/or materials available on the website;
— ensuring the participation of applicants in conferences, forums, and other events;
— conducting statistical, marketing, and other studies based on anonymized data.

The following personal data may be processed
— full name (surname, first name, patronymic);
— email address;
— phone numbers;
— date, month, year, and place of birth;
— photographs;
— place of employment and job title;
— citizenship;
— country of residence;
— information on education, qualifications, professional training, and advanced training.

Legal grounds for processing
— the Operator’s charter and founding documents.

Types of personal data processing
— collection, recording, automated processing, systematization, accumulation, storage, blocking, destruction, and anonymization of personal data;
— sending informational messages to the email address provided;
— cross-border transfer of personal data.
7. Conditions for Personal Data Processing
7.1. Personal data processing is carried out with the consent of the personal data subject to the processing of their personal data.

7.2. Personal data processing is necessary to achieve purposes stipulated by an international treaty of the Russian Federation or a law, and to perform functions, powers, and duties assigned to the Operator under the legislation of the Russian Federation.

7.3. Personal data processing is necessary for the administration of justice, enforcement of a court decision, or execution of an act issued by another body or official, in accordance with the legislation of the Russian Federation on enforcement proceedings.

7.4. Personal data processing is necessary for the performance of a contract to which the personal data subject is a party, beneficiary, or guarantor, or for entering into a contract at the initiative of the personal data subject or a contract under which the personal data subject will be a beneficiary or guarantor.

7.5. Personal data processing is necessary to exercise the rights and legitimate interests of the Operator or third parties or to achieve socially significant goals, provided that this does not violate the rights and freedoms of the personal data subject.

7.6. Personal data processing is carried out for data made publicly available by the personal data subject or at their request (hereinafter referred to as publicly available personal data).

7.7. Personal data processing is carried out for data subject to publication or mandatory disclosure under federal law.
8. Procedure for Collecting, Storing, Transmitting, and Other Types of Personal Data Processing
The security of personal data processed by the Operator is ensured through the implementation of legal, organizational, and technical measures necessary to fully comply with the requirements of applicable legislation on personal data protection.

8.1. The Operator ensures the safekeeping of personal data and takes all possible measures to prevent unauthorized access to personal data by third parties.

8.2. The User’s personal data will never, under any circumstances, be transferred to third parties, except in cases related to compliance with applicable laws or when the personal data subject has given consent to the Operator for the transfer of data to a third party for the fulfillment of obligations under a civil law contract.

8.3. If inaccuracies in personal data are identified, the User can update the data independently by sending a notification to the Operator’s email address at ecoatomgrant@yandex.ru with the subject line "Updating Personal Data".

8.4. The duration of personal data processing is determined by the achievement of the purposes for which the personal data was collected unless another term is specified by the contract or applicable legislation. The User can revoke their consent to the processing of personal data at any time by sending a notification to the Operator via email at ecoatomgrant@yandex.ru with the subject line "Revocation of Consent to Personal Data Processing".

8.5. All information collected by third-party services, including payment systems, communication tools, and other service providers, is stored and processed by those parties (Operators) in accordance with their User Agreements and Privacy Policies. The personal data subject should familiarize themselves with these documents. The Operator is not responsible for the actions of third parties, including those mentioned in this clause.

8.6. Restrictions established by the personal data subject on the transfer (except for granting access) and the processing or conditions of processing (except for access) of personal data authorized for dissemination do not apply in cases where personal data is processed for state, public, or other public interests defined by Russian Federation legislation.

8.7. The Operator ensures the confidentiality of personal data during processing.

8.8. The Operator stores personal data in a manner that allows the identification of the personal data subject for no longer than required by the purposes of personal data processing unless a longer storage period is established by federal law or a contract to which the personal data subject is a party, beneficiary, or guarantor.

8.9. The processing of personal data may be terminated upon achieving the purposes of personal data processing, the expiration of the personal data subject’s consent, the revocation of consent by the personal data subject, or a demand to cease processing personal data, as well as in the event of unlawful processing of personal data.
9. List of Actions Performed by the Operator with Collected Personal Data
9.1. The Operator performs the following actions with personal data: collection, recording, systematization, accumulation, storage, updating (clarification, modification), retrieval, use, transfer (distribution, provision, access), anonymization, blocking, deletion and destruction of personal data.

9.2. The Operator performs automated processing of personal data, which includes obtaining and/or transmitting the processed information through information and telecommunication networks or without such transmission.
10. Cross-Border Transfer of Personal Data
10.1. Before starting activities related to the cross-border transfer of personal data, the Operator must notify the authorized body for the protection of personal data subjects' rights about its intention to conduct such a transfer. This notification is sent separately from the notification of the intention to process personal data.

10.2. Prior to submitting the above-mentioned notification, the Operator is required to obtain the necessary information from the authorities of the foreign country, foreign individuals, or foreign legal entities to which the cross-border transfer of personal data is planned.
11. Confidentiality of Personal Data
The Operator and other persons who have access to personal data are obligated not to disclose or distribute personal data to third parties without the consent of the personal data subject, unless otherwise provided by federal law.
12. Final Provisions
12.1. Users can request clarifications on any questions related to the processing of their personal data by contacting the Operator via email at ecoatomgrant@yandex.ru.

12.2. Any changes to the Operator’s Personal Data Processing Policy will be reflected in this document. The Policy is valid indefinitely until it is replaced by a new version.
